U.S. Department of Education Issues Final Rule to Create New Workforce Pell Grant Program

Today, the U.S. Department of Education (the Department) announced a final rule to implement the Workforce Pell Grant program created under President Trump’s historic Working Families Tax Cuts Act (the Act). Beginning on July 1, 2026, students will be able to receive Pell Grants for enrollment in high-quality, short-term educational programs that prepare them for high-skill, high-wage, and in-demand jobs. This new program will help more Americans rapidly enter the workforce with little-to-no student debt while simultaneously strengthening the nation’s talent pipeline. 

 

The new program advances the vision of America’s Talent Strategy, prioritizing career and technical education (CTE), strengthening America’s workforce, and helping students to enter professions quickly through upskilling or reskilling.  Continue to full article.

RBIEF celebrates 40 years and awards $25,000 in Scholarships to Support Marine Industry Careers
 
Commerce Twp., Mich., June 16, 2026 - The Recreational Boating Industries Educational Foundation (RBIEF), celebrating 40 years of commitment to supporting education for Michigan’s marine industry, has awarded $25,000 in scholarships this year to 11 qualified applicants who have demonstrated a strong interest in pursuing careers within the marine industry. With this year’s distribution, RBIEF has awarded a total of $506,117 to deserving recipients since its inception.
Established in 1986 by the Michigan Boating Industries Association (MBIA), the RBIEF scholarship fund was created with the mission of advancing opportunities for scholarships and training that benefit Michigan’s marine industry. Traditional scholarships support college students preparing for careers in the industry, while additional funding is available to MBIA members and their employees for continuing education, including industry conferences, certifications, and training programs. Applications for continuing education industry scholarships are accepted year-round and can be submitted at miboatingscholarship.com.
“Michigan is the third-largest recreational boating market in the United States and requires skilled individuals to maintain our leadership,” said RBIEF President Jim Coburn of The Coburn Consulting Company. “Paired with MBIA’s workforce development initiative, there has been renewed interest in marine careers in the past few years and RBIEF remains committed to funding and educating those interested in boating careers.”

For 2026, Christian Yonkus has been selected as the recipient of the highest-level Gregory P. Krueger Scholarship. Yonkus was chosen for an outstanding commitment to his studies and the marine industry.
The RBIEF Board added a new member in 2026, Nick Skalsky, small engine instructor at Utica Community Schools. “Nick is a passionate ambassador for education, hands on opportunities for learning, and getting students engaged with the recreational boating industry,” said Coburn. “His experience in education including curriculum and standards competencies brings a unique perspective to the Board and granting scholarships to deserving recipients.”

DNR approves $4.035 million in grants for recreational boating improvements and development

The Michigan Department of Natural Resources today announced that seven communities throughout the state will share $4.035 million in Waterways Grant-in-Aid Program funding to improve public access to recreational boating.

This year, projects in Benzie, Emmet, Mackinac, Marquette, Ottawa and Sanilac counties were approved for projects that include marina dredging, an engineering study and various site improvements. With each community’s matching funds, these projects represent a collective investment of more than $6.5 million.

The funding is made possible through the DNR Parks and Recreation Division’s Waterways Grant-in-Aid Program, which began in 1949 with the goal of expanding the harbor system along the Great Lakes and boating access sites throughout the state.

"Michigan is home to more than 1,200 state-sponsored boating access sites, 19 state-managed harbors and 64 local state-sponsored harbors of refuge along the Great Lakes," said Kristen Kosick, DNR Parks and Recreation Division chief. "As boating remains a cornerstone of Michigan’s outdoor recreation, the DNR is committed to investing in and funding these vital waterways for the benefit of all."

Local units of government and state colleges and universities are eligible to apply for grant assistance for recreational boating improvements and development at grant-in-aid harbors and public boating access sites. The Waterways Grant-in-Aid Program provides matching funds to help support quality recreational boating infrastructure. Communities are asked to match 50% of required funds.

The grants are funded through the Michigan State Waterways Fund, a restricted fund derived primarily from boat registration fees and a portion of Michigan’s gas tax. These funds support the construction, operation and maintenance of public recreational boating facilities.

Applications for the next round of Waterways Grant-in-Aid Program funding are due April 1, 2027.

Tell NOAA to modernize its outdated Vessel Speed Rule with the latest science and technology

In 2022, NOAA proposed a sweeping expansion of the North Atlantic Right Whale Vessel Speed Rule that would have forced many small recreational boats along the East Coast to travel at just 10 knots for up to seven months out of the year. The proposal failed to distinguish between large commercial ships and smaller recreational boats, ignored marine technologies, and would have created serious consequences for manufacturers, marinas, charter operators, anglers, and coastal communities.

The draft rule posed severe threats to boater safety, accessibility, and the economic vitality of marine manufacturers and coastal communities everywhere. For instance, it was projected to alter or cancel 122,000 recreational fishing trips annually, which is a key economic driver in these communities. Overall, it would have jeopardized the more than 810,000 American jobs and $230 billion in economic activity supported by the recreational boating industry.

After years of advocacy from boaters, small business owners, and coastal communities, NOAA withdrew the expanded version of the rule in 2024 and is now assessing the underlying 2008 rule for larger vessels through a formal public comment process. The agency is seeking public input on how new technologies, updated science, and vessel-specific risk assessments can help shape a smarter and more balanced approach. This is happening as the courts assess the legality of the 2008 rule and NOAA’s authority to regulate vessel speed in the first instance.

Michigan Clean Marina Program certifies 2 additional marinas, keeping total to 105


Commerce Twp., Mich., April 30th, 2026 – The Michigan Clean Marina Program is pleased to announce that Hartshorn Municipal Marina (Muskegon) and South Haven Municipal Museum Marina (South Haven) have been Certified as Michigan Clean Marinas. This certification is valid for a three-year term through 2029. Additionally, 14 marinas have been recertified for the next 5 years as Michigan Clean Marinas. They are:

With the new certifications one hundred and five Michigan marinas have obtained Certified Clean Marina status and are maintaining this prestigious certification.

As participants in the Michigan Clean Marina Program, marinas voluntarily pledge to maintain and improve Michigan’s waterways by reducing or eliminating releases of harmful substances and help boaters in best practices in pollution prevention. Certified marina facilities are recognized as exemplary environmental stewards and must periodically recertify. Training and certification criteria address key topics, such as siting considerations, marina design and management, stormwater management, boat maintenance and repair, petroleum control, aquatic invasive species, sewage handling, waste containment, disposal and recycling, and laws and regulations.    

“Marinas like these and the many others who participate in this disciplined program show they are aware of and practice good environmental and business stewardship practices” said Mark Breederland, Michigan Sea Grant Extension Educator and Chair of the Michigan Clean Marina Foundation Board.  “The program is a win-win by implementing and certifying on-the-dock practices to minimize potential pollution and encouraging boaters to also take good care of the water and within the marina.”  

“We welcome Hartshorn Municipal Marina (Muskegon) and South Haven Municipal Museum Marina (South Haven) to the Clean Marina Program, and we commend Elmwood Twp. Marina, Lambrecht Marina, Muskegon Yacht Club, Northwest Marina Yacht Basin, Petoskey City Marina, Pier 1000 Marina, Port Sanilac Marina, Safe Harbor Grand Isle Marina, Skipper Buds – Lake Fenton, South Haven Northside, Southside, Black River Park Marinas, The Moorings Association and Walstrom Marine - Cheboygan for their continuation of following best practices,” said Nicki Polan, Executive Director of the Michigan Boating Industries Association. “We have been told Michigan has more certified clean marinas than any other state. As more boaters are becoming aware of the program, they are searching out these facilities as places they want to patronize.”

                MBIA encourages all marinas to pursue this certification. “It is non-regulatory, not difficult, and there are both financial and environmental gains that come with this effort,” said Polan.

Michigan United Conservation Clubs Announces Dissolution After Nearly 90 Years of Conservation Advocacy


LANSING, Mich. – May 4, 2026


The Board of Directors of Michigan United Conservation Clubs (MUCC), a 501(c)(3) nonprofit organization, has unanimously approved a resolution to dissolve the organization, subject to all applicable legal and regulatory requirements.


For nearly 90 years, MUCC has served as a unified voice for conservation in Michigan, championing hunters, anglers, and outdoor enthusiasts through advocacy, education, and partnerships with state agencies and the broader conservation community.


Despite the deep commitment of its members, partners, and supporters, MUCC has faced sustained financial challenges that have impacted its long-term sustainability. Following careful evaluation of the organizations financial condition and available options, the Board determined that an orderly dissolution represents the most responsible course of action.


The dissolution process is expected to be completed by mid-June 2026 and will proceed in accordance with applicable federal and state laws governing nonprofit dissolution, including the orderly wind-down of operations, satisfaction of all obligations, and distribution of any remaining assets consistent with MUCC’s charitable purpose and 501(c)(3) requirements.


MUCC extends its sincerest gratitude to its members, partners, donors, and supporters for their longstanding commitment to its mission.

Recreational boating industry leaders will spend the day on Capitol Hill today as part of the American Boating Congress (ABC), meeting with congressional staff to advance policies that protect access to America's waterways, strengthen infrastructure, and keep U.S. marine manufacturing globally competitive.
Access to public waters is foundational to recreational boating — and it is the through line for every meeting with policymakers. In particular, the Sport Fish Restoration and Boating Trust Fund is one of the leading federal mechanisms that keeps boaters on the water, generating more than $3.5 billion every five years for boating infrastructure, Coast Guard safety programs, and supporting more than 9,000 public access points across the country. Reauthorization must be completed before Sept. 30, 2026.
The Water Resources Development Act (WRDA) is equally critical. U.S. Army Corps of Engineers sites draw 269 million visits per year — one in 10 Americans. A strong WRDA 2026 would allow the Corps to retain recreation fees and reinvest more than $100 million every two years directly into the waterways and facilities that boaters and anglers depend on.
Recreational boating generates $230 billion in annual economic activity and supports more than 812,000 jobs across 36,000 businesses nationwide. Ninety-five percent of boats sold in the U.S. are made in the U.S., and 93 percent of boat builders are small businesses. The jobs and communities that are supported by the recreational boating industry demonstrate that manufacturing in America can thrive when the right policies are in place.  For the recreational boating industry, that means thoughtful regulations and smart legislation that supports the growth and investment of manufacturing across the U.S.
With Congress on recess this week, ABC attendees’ meetings will take place primarily with legislative staff — the professionals who draft bill text, conduct research, and advise lawmakers on the policy details that shape final legislation.
These conversations help policymakers understand the real-world impact of federal decisions on American manufacturing, small businesses, and outdoor recreation. State Rep. Alicia St. Germaine today led the Michigan House in approving legislation aimed at modernizing state law to better support Michigan’s boating industry.

St. Germaine’s plan is designed to create a more practical and timely process for addressing unpaid storage fees and abandoned vessels, reflecting the realities faced by Michigan’s marina and boatyard operators.

“It’s about bringing the law in line with how these businesses operate day to day,” said St. Germaine. “Marina owners and boatyard operators are small business owners, not storage warehouses for abandoned property. They need a process that is fair, predictable, and workable.”

Under current law, marina and boatyard owners are required to wait up to 180 days before initiating a lien process on abandoned or delinquent vessels, even while continuing to incur the costs of storing and maintaining them. House Bill 4708 would allow the lien process to begin after 60 days of nonpayment when no prior lienholder exists, while maintaining the 180-day timeline in cases where a prior lienholder is involved.

“In many cases, it takes eight months or more for a marina to complete the process and remove an abandoned boat from their facility,” St. Germaine said. “This bill doesn’t eliminate due process, it simply shortens the timeline so the process takes closer to six months instead of dragging on unnecessarily.”

“This legislation is about Small Businesses,” St. Germaine said. “Michigan ranks #2 in the nation for total registered boats, just behind Florida. That’s a massive seasonal industry with limited dock and storage space, especially in communities like ours around Lake St. Clair. We’re protecting small businesses and making sure bad actors don’t take advantage of local Marinas and boat repair shops. I hope the Senate will punch the throttle on this one!”

House Bill 4708 received overwhelming bipartisan support in the House, advancing it to the Senate for further consideration.

Marine Service Technician Week Kicks Off April 20-24

 

Boating community encouraged to recognize skilled technicians and their impact

 

ANNAPOLIS, Md. (April 15, 2026) – The American Boat & Yacht Council (ABYC) kicks off the fifth annual International Marine Service Technician Week, a social media–driven celebration taking place April 20-24. The week recognizes the essential role marine technicians play in keeping boating safe, reliable and enjoyable.

 

Marine technicians are critical to the boating experience, ensuring vessels are properly maintained and ready for the water. As the industry works to retain boaters, the demand for skilled, dependable service continues to grow.

 

“With boating season here and skilled technicians working hard to inspect, service and prepare boats for use, this is an important time to recognize their dedication,” said Shannon Aronson, senior director of marketing and communications at ABYC. “Boaters, thank the technicians who help keep you on the water. Businesses, celebrate the staff who support your customers!”

  • Essential drinking water, stormwater, and wastewater infrastructure programs must be reauthorized and funded, with priority given to the communities most in need. 
  • A series of barriers to stop invasive carp from entering the Great Lakes requires funding for the next phase of construction.
  • Congress has an important role to play in reducing polluted runoff from farms and stopping plastic pollution from entering our waters. 

And Congress must ensure that federal agencies support scientific research, retain staff necessary to maintain long-term program integrity, and protect our waters through effective regulation and enforcement.

Advance, Promote & Protect the boating industry in Michigan. This is our MBIA mission statement and it has held strong since 1958. In this newsletter you will read a lot of great updates related to Advancing through education and networking, Promoting our industry through our boat shows, social media and consumer outreach programs, and Protecting the industry through legislative representation in Lansing and in Washington D. C. I am proud to announce that a team of MBIA Staff and Board will be joining industry reps from around the country at the American Boating Congress again in May. We will be focusing on the following:

  • Boater Access and Infrastructure: Exploring federal policies such as the Water Resources Development Act and the Sport Fish Restoration and Boating Trust Fund, which carry critical implications for boating access.
  • Trade and Tariffs: Discussing the trade and economic landscape facing the industry, including USMCA negotiations, the shifting trade landscape, and what the latest tariff announcements mean for our industry.
  • Regulatory Issues: Addressing current and emerging regulatory topics impacting marine manufacturers, such as the Toxic Substances Control Act (TSCA), the OSHA heat standard, and the NOAA vessel speed rule.
  • State Government Relations: Highlighting key legislative priorities and challenges from this legislative season and those expected in future sessions.

The past 12 months have been very busy for us in Lansing as well, educating legislators on the importance of our industry to Michigan’s economy and to the quality of life of those who live in our Great Lakes state. Some of the issues we have been addressing include the following:

 

On March 11, MBIA Chair Amy Crouchman and I testified in front of the House Committee on Recreation and Tourism supporting House Bill 4708 which will make it easier for MBIA members and all marine businesses to handle the disposal of abandoned boats on their property. The Bill would shorten the time from 180 days to 60 days to be able to start the process.

 

On March 18, Past MBIA Board Chair Steve Remias and I testified in front of the Budget Committee in Lansing to show our support for increasing boater registration fees in order to fund our Michigan Waterways Fund which maintains and grows our boater access sites around the state of Michigan.

 

On the defensive side, we have communicated with legislators and have asked our members to help us by reaching out to their legislators to be sure they are aware of our industry’s position on the following:

 

MI Speaker Matt Hall Proposes Taxing Marina Services
Michigan House Speaker Matt Hall (R-Richland Township) has proposed a 6% sales tax on select luxury and discretionary services to fund a $5 billion property tax relief package, aiming for a net $270 million tax cut. The plan targets services like private jets, limousines, country clubs, marinas, and tourist activities, aiming to exempt daily services like landscaping and haircuts.

 

If you have not already done so, please call your state Representative and have your customers call immediately to let him or her know the following:

 

  1. The services you provide in the marine industry are not luxury services, but services to Michigan families.
  2. An estimated 40 percent of Michigan’s residents get out on the water to boat and fish every year. New taxes will be passed down to these residents.
  3. Seventy-five percent of all boaters in this state make less than $100,000 per year.
  4. Boating is a heritage sport passed down from generation to generation and is an important family bonding and stress-relieving outdoor activity that should be supported not taxed.
  5. The last time Michigan tried to implement a Luxury Tax the only thing that resulted was lost jobs.

 

Senator Rosemary Bayer introduced Senate Bill 812 – Wake Surf Legislation
Senator Bayer’s Senate Bill 812 seeks to regulate "wake boats" by requiring them to operate in water at least 20 feet deep and maintain a distance of at least 500 feet from shorelines, docks, or anchored vessels when using wake-enhancing ballast systems.

The Bill was sent to Senate Natural Resources Committee. We need MBIA members and their customers to contact their Reps and these offices:  Sue Shink (D), Chair – Jackson/Washtenaw Counties, John Cherry (D), Majority Vice Chair – Genesee County, Sam Singh (D) – Ingham, Clinton, Shiawassee County, Dayna Polehanki (D) – Livonia/Plymouth area, Kevin Daley (R), Minority Vice Chair – thumb area – lapeer/Tuscola, Roger Victory (R) – Ottawa County and Michele Hoitenga (R) – 16 northern Michigan counties

Please tell them:

 

  1. These distance and depth recommendations come from studies that were funded by anti-wake groups and have not been peer reviewed.
  2. The only peer-reviewed study recommends a 200-foot setback.
  3. The Boating Industry is underway with an educational campaign that emphasizes education and collaboration and a 200 ft. setback.
  4. Wake boats cannot operate in shallow water. They naturally seek out deeper water.
  5. Lakes are vastly different. No one guideline will work for every lake.
  6. Targeting one boat type is a slippery slope. Which boat type will be next?

Michigan joins in to celebrate these important workers.

 

Commerce Twp., Mich., March 5, 2025 - To bring awareness and recognition to the hard-working professionals who work on boats, the American Boat & Yacht Council (ABYC) created International Marine Service Technician Week, a social media–driven celebration for the boating industry. Businesses, associations and boaters around the world are encouraged to participate by celebrating and highlighting marine technicians in the ways that work best for their teams and communities.

 

Daily themes will be used for each day of International Marine Service Technician Week, ABYC will be celebrating marine techs of all different backgrounds. Businesses are encouraged to tie into the themes below for social media efforts throughout the week.

UTICA — Approximately 20 students associated with the Utica Community Schools career and technical education small engine program were able to shadow marine technicians Feb. 24-27 in St. Clair Shores as a way to further promote interest in an in-demand career path.

Marine technicians will repair, maintain and install different mechanical and electrical systems on all kinds of watercraft. This can include addressing issues with inboard/outboard engines, propulsion, steering, navigation systems as well as performing oil changes, troubleshooting electrical systems, repairing propellers and installing electronics, among other maintenance needs.

 

This educational opportunity was created through the Michigan Boating Industries Association, as it saw a need for more marine mechanics and technicians.

 

“So, we are the third-largest marine market in the United States,” said Kelly Kerchoff, workforce development director with the Michigan Boating Industries Association. “We have an $11.7 billion economic impact on our economy, and we are in dire need of technicians and mechanics, so we are working to make the workforce pipeline stronger. We are trying to educate and create awareness for our industry. We’re working with high schools; we’re working to build more educational programs.”

 

Kerchoff said that the Michigan Boating Industries Association has made efforts to promote the marine technician career path through career and technical education programs as well as doing presentations on this issue at schools and inviting students to boat shows.

 

The students in Utica’s CTE program were able to learn from marine technicians at Jefferson Beach Yacht Sales, 24400 E. Jefferson Ave.; and Colony Marine, 24530 Jefferson Ave., both in St. Clair Shores.

 

“They love it,” CTE small engine instructor Nick Skalsky said. “They’re speechless because they never knew so much stuff has to be done to a boat in the winter.”

 

The students were able to watch and learn about addressing the maintenance needs of boats that are being stored by experienced boaters as well as boats that are intended to be sold later on.

 

Cody Longan, an engine technician with Colony Marine, was one of the technicians on hand to instruct the students. He has been in this line of work for around 13 years.

 

“I’ve never really had to sit down and dictate what I do on a day-to-day basis,” Longan said.

 

“So, it was kind of interesting to actually hear out loud what I’m doing on a daily basis besides just hearing what I hear in my head, because normally I’m here by myself, right? So, it is a very individual-based effort for the most part. I mean, obviously, we help each other when we need to, but most of the time, it’s by ourselves.

 

“So, it is kind of interesting to explain what I’m doing to other people, because I’ve never had to do that before.”

 

Longan has focused his instructional efforts on the philosophy of the industry, as he feels the students are here to learn more about the marine industry as a whole.

 

“We all know that these young men are already interested in this type of work,” Longan said.

 

“So, I think just giving them a little bit of insight about the industry in itself and, you know, the ins and outs of it is more beneficial than explaining how to change oil on a specific engine.”

Will Endicott is a senior at Henry Ford II High School who was interested in taking the small engines course after taking other courses with Skalsky, as well as with encouragement from family members. He enjoys the field trips and the hands-on elements of the course and has some interest in further pursuing the marine technician career path.

 

“It could be a good option for me,” Endicott said. “I don’t know. Between trade and other stuff right now . . . it’d be pretty fun to do.”

 

The UCS students were also to take part in career days at the Detroit Boat Show in February and the Novi Boat Show March 12-15.

For employers who run payroll bi-weekly, a salaried employee’s annual salary is typically divided across 26 pay periods, corresponding to 52 weeks of work. However, roughly every 11 or 12 years, a 27th pay period occurs. This situation will arise again in 2026.

 

ASE’s 2025 Pay Administration Survey reports that overall, 66% of employers payroll schedule is on a bi-weekly basis. 15% pay weekly, 11% pay semi-monthly, and 3% pay on a monthly basis.

 

For those that make payroll on a bi-weekly basis, you (or your payroll service) will have to make a change to accommodate next year’s extra week.

 

Rob Pritcher at Littler Mendelson law firm provides some guidance in his article “Employers That Pay Bi-weekly May Have 27 Paydays in 2026.” Using the example of a worker making $52,000 per year and paid bi-weekly he outlines how in 2026 the calendar year will start on January 2nd and end on December 18th for 26 paydays. On a bi-weekly pay schedule it will be making a 27th paycheck to this worker on December 31st because January 1 is a holiday. Should the worker’s employer have its pay divided by 27 pay periods instead of 26? Or should the employer skip the December 31st payday altogether because the employee would have made his or hers $52,000 salary on December 18th? Or just make the extra payday and pay the worker an additional $2,000 per the normal pay schedule? Read more here.

The Michigan Boating Industries Association has announced 2025 recipients of the Outstanding Marine Technician Award to honor individuals who have made outstanding contributions to the marine industry through service, leadership, dedication, innovation, and personal motivation. In addition, the MBIA has added the Marine Technician New Achiever Award to recognize those who are at the start of their careers (five years or less of experience) but offer insight and valuable development to the profession.“Recognizing talent of marine technicians is beyond warranted because these people are invaluable to our businesses and the industry,” said Amy Krueger, president of Jefferson Beach Yacht Sales and MBIA board director. “Not only do we celebrate the long careers of our veteran technicians, but the entry-level techs who are striving to be better and working very hard to learn the ropes to keep boats on the water.”

Michigan Boating Industries Association Announces 2026 Board of Directors - Officers Appointed

 

At the MBIA Annual Meeting on December 4, four marine businesspeople were elected to serve as directors of the Michigan Boating Industries Association, a state-wide, non-profit marine trade association representing more than 350 marine businesses in Michigan.

 

Dan Delmotte of MacRay Harbor and Jeff Nichols of Aqua Sports Marine were elected as State-Wide Directors. Tom Den Herder of Yacht Basin Marina was re-elected as SW Board Director and Liz Carney, Retired from Grand Bay Marine was re-elected as At Large Director. All will serve three-year terms.

 

Other directors on the Board who will continue to serve in 2026 include: Chris Anderson of Anderson’s Boat Sales, Rob Davis of Club Royale, Torre Miller of Diesel Fuel Doctor, and Paul Mitter of Wonderland Marine

Governor Whitmer Releases Michigan’s First-Ever Michigan Maritime Strategy to Protect Great Lakes, Create Jobs, Attract Investment

 

LANSING, Mich. – Today, Governor Gretchen Whitmer announced the Michigan Maritime Strategy, a first-of-its-kind, 10-year-plan designed to unlock economic growth and create good-paying jobs across Michigan’s multi-billion-dollar maritime industry. The strategy provides a clear roadmap for attracting new investments, fostering innovation, and strengthening Michigan’s water-based economy all while protecting the precious natural resources that define the Great Lakes State.  

 

“Michigan is prepared to lead the future of maritime innovation while protecting the waters that define us,” said Governor Whitmer. “The Michigan Maritime Strategy is a long-term plan for us to create good-paying local jobs and attract cutting-edge investments while protecting our Great Lakes, which contain 21% of the world’s fresh surface water. Because of our unique natural resources, we have an incredible opportunity to harness them to grow our economy and an awesome responsibility to safeguard them for future generations of Michiganders. With this new strategy, we will do both, ensuring our waters remain a source of pride and prosperity for generations to come.” 

 

“The Michigan Maritime Strategy underscores our commitment to protecting the Great Lakes while driving sustainable economic growth,” said EGLE Director Phil Roos. “By reducing pollution and harmful emissions and investing in cleaner energy, modern infrastructure, and innovative ports and vessels, we can strengthen Michigan’s maritime sector and create good-paying jobs. “Our Great Lakes are Michigan’s greatest natural asset,” said DNR Director Scott Bowen. “The Michigan Maritime Strategy supports responsible maritime sector growth while safeguarding coastal habitats, fisheries, and recreational opportunities that sustain our communities, tourism economy, and quality of life.” 

 

“Michigan’s Maritime Strategy is about preparing people for careers that power our economy, from port operations and marine manufacturing to emerging clean energy technologies,” said LEO Director Susan Corbin. “By aligning workforce training with industry needs, we’re opening pathways to good-paying, future-ready jobs for Michiganders.” 

 

“A strong maritime sector will move Michigan-grown products efficiently and reliably to markets at home and around the world,” said MDARD Director Tim Boring. “This strategy strengthens ports and supply chains that support farmers, agribusinesses, and rural communities across the state.” 

 

“The new strategy is key to modernizing ports, expanding markets, diversifying cargo, and improving supply chain resilience,” said MDOT Director Bradley Wieferich. “It will ensure our marine highways remain efficient, reliable, and competitive while supporting economic development and global connectivity.” 

 

“Michigan is a natural to lead the way in clean energy solutions for the maritime industry,” said MEDC Director Quentin Messer. “The strategy charts a clear path toward sustainability and prosperity by advancing clean marine fuels, electrification, and innovative shipbuilding technologies.” 

 

"With input from over 200 participants across the state, we’ve developed a strategy grounded in the needs and opportunities identified by those most closely connected to Michigan's maritime future," said Thomas McKenney, a U-M professor of practice of naval architecture and marine engineering who led development of the strategy in collaboration with state departments. "We took a holistic approach to maritime development beyond just shipping freight, which brought together groups that wouldn't normally engage. We worked hard to align all of the state agencies involved, and we're proud of this unified vision for Michigan's maritime future." 

 

Michigan Maritime Strategy

Michigan ports support approximately 17,000 jobs and contribute $3.3 billion a year to the state economy. Water-based Michigan tourism supports about 45,000 jobs and generates nearly $12 billion a year. 

 

Through the Michigan Maritime Strategy, the Michigan departments of Environment, Great Lakes, and Energy (EGLE), Transportation (MDOT), Agriculture and Rural Development (MDARD), and Natural Resources (DNR), along with the Office of Future Mobility and Electrification (OFME) in the Michigan Economic Development Corporation (MEDC), and the Department of Labor and Economic Opportunity (LEO) will align state priorities to support economic development, infrastructure modernization, marine manufacturing, clean energy, innovation, workforce development, and sustainability. 

 

The strategy centers on six goals for decision-making, policymaking, and investment: 

·         Modernize ports and invest in intermodal infrastructure. 

·         Grow Michigan’s maritime manufacturing economy. 

·         Accelerate adoption of low- and zero-emission vessel technologies and fuels. 

·         Lead the nation in recruitment, training, and retention of the maritime workforce. 

·         Cultivate a thriving maritime innovation ecosystem. 

·         Increase sustainability and resilience of recreation harbors and marinas. 

 

This strategy was developed through a year-long, stakeholder-driven process led by EGLE’s Office of the Great Lakes with support from state agencies and partners. Facilitated by the University of Michigan’s Department of Naval Architecture and Marine Engineering, the effort engaged more than 200 participants from government, industry, business, communities, and academia through interviews, site visits, and workshops. The strategy builds on key state initiatives, including Michigan’s clean energy laws, mobility and climate plans, and workforce development efforts. 

 

Today’s announcement opens an opportunity for additional review and comments by interested parties before the Strategy is formally adopted. The draft strategy can be viewed at Michigan.gov/maritime. Comments may be submitted to Simon Belisle at belisles@michigan.gov by Feb. 27.

MarineSource.com, a new online marketplace and digital hub, announced an exclusive partnership with Informa U.S. Boat Shows that launches this week during the Fort Lauderdale International Boat Show. The collaboration makes MarineSource the exclusive online marketplace for the show, which Informa produces.


“Launching our company by announcing an exclusive partnership at FLIBS with U.S. Boat Shows is the biggest way to show the industry we are here to do something different,” MarineSource CEO and co-founder Chris Kanaley said in a statement. “This collaboration extends the reach of boat show exhibitors beyond the docks and into a year-round digital experience that connects buyers and sellers wherever they are.”
